I've tried Adams-Morgan, Langley Park, and a stretch of Bladensburg Road just outside the district - still looking for reliable sources of fresh chile. For dried? After blistering, slit the chile from stem to tip on both sides. Remove seeds. Lay the two halves out flat and scrape with a serrated knife.
